Mike Cochran has been in management positions in the employee benefits field for over 25 years. He has extensive experience with all types of plans of corporations, public school districts, hospitals, non-profit organizations and state and local governments. After earning his master’s degree in 1975, he taught at Brevard College in North Carolina, then went to work in Southwestern Life’s Group Health and Pension division in Dallas. He started VALIC’s in-house third party administrator in 1986 and ran this operation successfully for 7 years. During this time period he served on the national LOMA Pension Committee and served as chairman in 1992. He became president of Pension Consultants & Administrators in Austin in 1993, which grew from having 10,000 employees covered by its plans to over 80,000 in 1999

John Pesce has a career that includes owning and managing a successful third party administrator, serving as head of marketing for two of the largest TPAs in Texas serving public school districts, and extensive financial planning and investment experience. Mr. Pesce is a Registered Investment Advisor with the National Association of Securities Dealers, has numerous other investment and insurance licenses, has completed all courses offered in the Certified Financial Planner program and serves as a financial planner for many superintendents, city managers and other individuals.

David Allen is the individual in charge of TCG Advisors, LP. He specializes in financial and retirement planning for superintendents, city managers, administrators, other professionals and many other individuals and employers. David has 15 years experience dealing with public school districts and district employees. He served as the chief operating officer for one of Texas’ largest independent third party administrators specializing in working with school districts. David has designed and developed an administration software system to provide consolidated billing functions for third party administrators, employers, and product vendors. David employs state of the art analytical software tools for analyzing and evaluating investment stratagem. Emphasis is placed on developing reasonable goals that will fulfill the client’s core values and developing a plan that will achieve those goals and values with the least acceptable risk. He uses professional money managers to manage funds. His function is to choose, monitor and evaluate their performance. David has an extensive background in financial planning. He holds a Group I, Variable Insurance, and securities licenses as well as being an investment advisor representative.
