Total Compensation Group Consulting, Inc. (TCG) provides the proven consulting, implementation and ongoing oversight to make compensation and employee benefits plans successful in the public education and governmental agency environment. Services available are listed below. All of these services are available under a standard contract for one annual fee, without the budget risk that hourly rates can include.

- Consulting regarding employee recruiting and retention needs, including analyzing demographic and financial data. After analyzing the data, TCG will work with your staff to develop the most effective and efficient compensation and employee benefits plan design to address turnover, retention and recruiting needs revealed by the statistical data, within the budgetary framework of the district and federal tax laws.
- Analysis of employment contracts of top administrators with a special emphasis on customizing the compensation and benefits package to meet special needs, such as reducing taxable income, increasing retirement benefits and helping employers retain key personnel.
- Setting up programs to defer taxes on accumulated leave payments.
- Creation of plans to save public school districts and other governmental employers money by eliminating FICA and/or Medicare taxes on certain wages.
- Implementation and improvement of voluntary 457 plans and 403(b) plans, with an emphasis on making these plans a benefit that is more appreciated by employees and helps employers meet their goals.
- Implementation and improvement in ancillary plans, such as Section 125 Cafeteria Plans to help employers cut medical plan costs and improve how these plans interact with other employee benefit programs.
- Setting up plans that allow employees to save money on a tax favorable basis to meet the higher education needs of children, grandchildren and other relatives, without being restricted to the use of a particular state’s college or university system.
- Creation and refinement of compensation plans to help reward employees for meeting goals, such as improved attendance and achievement of performance goals.
- Review of the design of employee benefit plans that receive favorable federal tax treatment to be sure that documents, procedures and forms comply with current federal rules, as well as updating these plans to take advantage of the most recent changes in laws and regulations.
- Education and counseling for employees on many topics related to planning for retirement, taking advantage of tax rules and many other topics related to compensation and benefits.
- Training for administrative and payroll personnel related to changes in federal and state tax and employee benefit laws.
- Handling of compliance questions for administrative staff.
- Assistance with software design/payroll system issues related to compliance and administration of employee benefit plans, whether involving existing computer systems or the evaluation, selection and/or implementation of any new computer systems.
- Assistance with corrective action on compliance problems with the Internal Revenue Service or other regulatory agencies.
- Constantly research changes in federal and state laws and regulations and other rules to determine the effect of these on compensation and benefit plan design and operations and keep the employer informed of actions needed.
- Assistance with contracts, hold harmless agreements, administration and solicitation rules and other agreements with third party administrators and vendors.
- Develop Requests for Proposals and other types of bid requests for employee benefit plans.
- Proven experience in designing large governmental, ERISA-exempt plans. Experience includes extensive knowledge of plans designed under Sections 105, 125, 401(a), 403(b), and 457 of the Internal Revenue Code. Experience also includes extensive knowledge of both “bundled’ and “unbundled” approaches to plan funding and recordkeeping.
- Over 50 years employee benefits experience among company principals and management.
- Significant experience in making successful presentations to Cabinets, Boards of Trustees and other governing Boards.
- Consulting provided on a fee for services basis.
- References include key administrators (e.g., superintendents, city managers, business managers, benefits directors, human resource managers, and/or risk managers) regarding the Company’s ability to design and implement complex employer paid retirement plans and other compensation and benefits programs.
- Significant experience in providing in-depth financial modeling of the plan features of interest to employer personnel in order to help decide on the most cost effective plan design that achieves the major goals established for plans and programs.
